VIRGINIA - St. Louis County Attorney Mark Rubin has appointed Bonnie Norlander to become the Iron Range’s top prosecutor. The attorney said that as the head of the Range Criminal Division in the county attorney’s office Norlander will oversee colleagues in both the Virginia and Hibbing courthouses. “Bonnie’s primary job will be oversight and to keep significant cases herself,” Rubin said during a phone interview on Tuesday. “Because our county is so big, she will be working as a liaison with law enforcement and with the community and diversity groups to make sure we have good open lines of communication. We want to build trust with the public, including the V.E.M.A. group based in Chisholm. We’ve had meetings with them already and it’s been productive and only getting better going forward.”

Carbo: Investigation in Chisholm cold case unconstitutional

VIRGINIA — The defense for a man accused in the 1986 murder of Nancy Daugherty in Chisholm argued this week that all evidence acquired through DNA database searches should get thrown out of court. The investigation had led authorities to Michael Allan Carbo, Jr., 53, of Chisholm, who was arrested last summer and charged with Daugherty’s murder after law enforcement said they matched DNA from his trash to compare to samples from the decades old crime scene. But public defender J.D. Schmid maintained in a written motion that the evidence gathered by investigators and Parabon NanoLabs, a private company in the state of Virginia that helped search two DNA databases without warrant or consent from people whose genetic information was disclosed and violated state and federal constitutions.

VIRGINIA — The family held hands and prayed in the second-floor hallway outside of the courtroom. Pam Hipple wore a T-shirt displaying a photograph of her late son, Tylan Ray Velzke, when he was on life-support in a hospital after a beating in Pine Mill Court in Virginia on June 1, 2020. Standing in a circle beside her, family and friends dressed in shirts that read: “Justice for Tylan: Stand up for what is right.” After the assault, Velzke, a vulnerable adult, had been transported to Essentia Health-St. Mary’s Medical Center in Duluth. In the following weeks, he underwent intubation and brain surgery while in a coma. He spent nearly two months frequenting medical centers, telling area physicians that he could not breathe. He died on July 26, 2020. He was 20.
