The program got the green light a year ago, but was stalled by the pandemic and a lack of funding. “The program entails installation of red light photo enforcement at 10 intersections in downtown Honolulu, and the idea there is to increase safety,” said state Department of Transportation spokeswoman, Shelly Kunishige.
