However, the health outcomes across LGUs negated such an optimistic view. The awful truth is that many LGUs have low internal revenues and health capacities to absorb the health services transferred by the Department of Health (DoH). Poor health facilities, inadequate health professionals, low funds and fragmentation of the health systems continuously overwhelm LGUs. When you ask health workers at the LGUs, many would likely prefer to re-nationalize the health delivery systems back to the DoH.
