C. Metro area, excluded from this watch, northern maryland, the panhandle of West Virginia and western maryland. If you are in the Flash Flood Watch, you can anticipate 36 inches of rain. The heaviest of rain will fall later in the day. 23 inches of rain in parts of Northern Virginia in a 12hour time period could lead to flash flooding.
