Under the new state law capping shelter stays, people could have to move on as early as September. In many cases, those in shelter can apply for up to two 90-day extensions.

Officials said the emergency regulations would allow them to place families on a waitlist instead of offering immediate shelter. They would also allow limits on how long families can stay in the state-funded system.
