Parkersburg man pleads guilty to child pornography charge | News, Sports, Jobs

Timothy Paul Rapson CHARLESTON A Parkersburg man pleaded guilty on Tuesday to distribution of child pornography, the United States Attorney for the Southern District of West Virginia said. Timothy Paul Rapson, 39, admitted to distributing child pornography on Dec. 31, 2019, using a peer-to-peer file sharing program, the office of the U.S. Attorney said. The investigation further revealed that Rapson possessed over 73,000 images and videos of prepubescent child pornography, the office said. Rapson pleaded guilty to distribution of prepubescent minor child pornography and faces up to 20 years in prison when sentenced on July 26, the office said. Acting United States Attorney Lisa G. Johnston made the announcement and cited the investigative work of the Parkersburg Police Department. Assistant United States Attorney Julie M. White is handling the prosecution.

Former city police officer charged with federal civil rights offense

WASHINGTON — Federal law enforcement officials arrested a former City of Logan police officer Thursday morning on a charge of a civil rights offense against an arrestee. The arrest was made following an indictment by a federal grand jury in Charleston on Tuesday. According to a press release from the United States Department of Justice, the jury indicted Everett Maynard, 44, for using excessive force against an arrestee while Maynard was a police officer with the City of Logan Police Department. In the indictment, Maynard is charged with one count of deprivation of rights under color of law. The indictment alleges that Maynard used unreasonable force and caused bodily harm to an arrestee identified in the press release as “R.W.”

Charleston woman sentenced for role in wire fraud conspiracy

Charleston, WV   A Charleston woman was sentenced today to eight months of home confinement and five years of probation for her role in a conspiracy to commit wire fraud. She was also ordered to pay restitution in the amount of $48,509. According to court documents, Lois Brotherton once provided bookkeeping and accounting services to a Kanawha County non-profit organization that formally dissolved in 2014. In 2019, Lois Brotherton asked her daughter, Misty Brotherton-Tanner, to write her checks from the non-profit s bank account. Lois Brotherton knew she was not entitled to those funds and that there were no funds available for her use. Misty Brotherton-Tanner agreed to steal the money and provide it to her mother. Lois Brotherton would receive the checks as though the non-profit organization had paid her money and would then electronically deposit the stolen money into her personal account.
