department of homeland security, is late on a national risk assessment for mass transit, for rails, for subway, for light rails, for train, we do not have a national risk assessment. why? senator lautenberg and senator kay bailey hutchinson of texas flipped out about that last month as did the general accounting office of the federal government saying where s the analysis? where s the risk assessment? what are we doing? now, the risk assessment is going into stations saying we need to do this here, we need to do that there. clearly, we need more closed circuit television. we need more police officers. we need more security guards. we need more checking of bags and we need to change the mind set that an attack can in fact be prevented. we re not being creative.
