曹士庆是戴巷村陆郢村民组的老党员。2015年，曹士庆从明光市苏巷镇水利站退休，闲不下来的他四处游历，被外地美丽乡村的优美整洁深深地触动。回到村里，他找到同为老党员的曹家祥和曹克广，三人不谋而合决定发挥余热改善家乡环境。在曹士庆的牵头发动下，陆郢组整治环境群众理事会成立，推选他为理事会会长。 起初的群众理事会由一群平均年龄超过65岁的党员和热心村民组成，干起事来热火朝天。理事会成员率先清除了自己家房前屋后的杂树、杂草，拆除了房前屋后旱厕和废旧猪圈，再发动各家亲戚邻居。有村民不理解、不愿意的，曹士庆就带着理事会成员反复上门做工作，宣传环境整治的重要意义和好处，还自己垫钱租施工设备。最终，陆郢全组103户378人，除了外出务工人员，全部投入到村庄环境整治的热潮中。经过前后3个多月�
