Published February 9, 2021 11:33am Armed Forces Southern Luzon Command chief Lieutenant General Antonio Parlade Jr. on Tuesday admitted that there are gaps in the intelligence operations of the anti-insurgency task force due to lack of enabling laws. Parlade, spokesperson of National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), said the security sector cannot rely on the Human Security Act as he justified the need of the Anti –Terrorism Act of 2020, which is now being challenged before the Supreme Court. “First of all, we don’t have that enabling law to really help the security sector do their job. We cannot rely on that Human Security Act,” he said in an interview on ANC.
“Inatasan ko ‘yung aking chief ng Provost Marshall na makipagugnayan sa NTF-ELCAC (National Task Force to End Local Communist Armed Conflict) particularly ‘yung strategic communication committee,” AFP chief Lt. Gen. Cirilito Sobejana said Tuesday. “Alamin kung ‘yung bang sinasabi ni General Parlade sa public ay with the blessing of the said committee,” he added.

Updated February 7, 2021 8:54am The Armed Forces of the Philippines (AFP) will enhance its peace and security efforts with combat, civil-military, and intelligence operations, its chief Lieutenant General Cirilito Sobejana said on Sunday. Interviewed on Dobol B sa News TV, Sobejana said the AFP will review its best practices and rectify mistakes as they continue the campaign against threat groups.

This was demanded by the members of the Concerned Lawyers for Civil Liberties (CLCL). Among its members are former Vice President Jejomar Binay, former Sen. Rene Saguisag and former University of the Philippines Dean Pacifico Agabin.
In a statement issued Sunday, Feb. 7, CLCL said: “We call for a stop to this wanton and unrestrained attack on the people through red-tagging that has led to the death of the victims in many occasions… because Parlade’s acts constitute as threats to the lives and security of many.”
Parlade is also the spokesperson of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
