Bally’s Corporation’s bid to build a new casino resort in the City of Richmond, Virginia has failed after it missed out on the final shortlist of proposed operators for the facility.
Last month, Bally’s Richmond Casino Resort was named alongside Live! Casino & Hotel Richmond from the Cordish Companies and One Casino + Resort from Maryland-based media business Urban One as the three proposals that the City of Richmond was considering to run the casino.
However, after the City Council’s Evaluation Panel held negotiations with the three finalists, it reduced its shortlist of potential operators, with Bally’s missing out on the final cut, leaving only Live! and One Casino + Resort.

RICHMOND, Va. (WWBT) - The Stoney Administration says it will not consider any alternative casino resort sites in Richmond other than the ones identified in the three remaining proposals.
“The city has been consistent throughout the Resort Casino RFQ/P process in its evaluation of a single site submitted by each respondent to the RFQ/P. The operator and site go hand in hand,” said Leonard Sledge, director of the Department of Economic Development.
The Bally’s Corporation wants to build a casino resort in the Virginia capital of Richmond with a total investment of $650 million. But the odds of the company receiving the city’s lone gaming license are lengthening because of heavy opposition regarding its proposed site.

Bally’s, based in Rhode Island and only recently formed through Twin River Worldwide Holdings’ acquisition of the Bally’s brand, is one of three finalists for the Richmond privileges. The gaming firm has pinpointed 61 acres south of the city and the James River near the Chippenham and Powhite parkways.
