reporter: yes. all you have to do is look around me, and you can see why. we re seeing a lot of pondings here in this part of the financial district. now, here s what s happening. our meteorologists have been talking about this since the get-go get-go. there is storm surge. i m about three to four blocks from the ocean. what happens with storm surge is the ocean comes on to land, and we ve been seeing that happening. we were a few blocks closer earlier today and we saw a lower level of one of the lig apartment buildings take in water. as we moved closer and close closer-excuse me. farther away from the ocean, you could see not only the surge but the ponding. a huge issue here in miami. now, there is a system of canals, 2,100 miles of canals, and 2,000 miles of berms and lennys that keep the lower 16 counties of florida dry. it drains all into the ocean.
