Nationwide, we have passed the peak on new cases. Also attending the briefing was sonny perdue, who announced the cdc had created new guidelines for production facilities where workers had tested positive for coronavirus. Rus. Strategy is working, very strongly working. New cases are declining throughout the new york metropolitan area. Cases in detroit, denver metro areas are flat. D. C. , baltimore, philadelphia, and state lewis st. Louis are showing great signs of progress. New cases in new orleans are defining. The battle continues, but the data suggests nationwide, we have passed the peak of new cases. Hopefully that will continue and we will make great progress. These encouraging developments have put us in a very strong position to finalize guidelines on states for reopening the country. We are going to be talking about that tomorrow. We will have a News Conference sometime during the afternoon to announce guidelines. We will be talking about various states. It is very exciting.

Mr. President , this is a commonsense piece of legislation. It does not saddle Small Businesses, American Business with a new mandate that they dont have a great deal of confidence and then they would actually be funded 100 by the federal government. By the way, the house bill doesnt fund this 100 , it leaves gaps, and it would definitely be temporary and utilize an existing program in the states, sitting on top of it providing federal support for the workers that are going to actually need it as we go through this unprecedented event in our nations history.
