Officer Daniel Pantaleo held garner in a prohibited choke hold for selling loose cigarettes in 2014. This follows the recommendation from the Police Administrative judge who found him guilty of reckless assault but the ultimate decision made by the Police Commissioner who said hes personally debated it since he took over the reins of the nypd.
