democratic congresswoman barbara lee of california was the only member of congress to vote against the u.s. taking military action. for more than a decade, congresswoman lee has continued pushing her colleagues to repeal that 2001 war authorization. this past june she finally had a breakthrough when the republican-led house appropriations committee approved her amendment, requiring congress to debate and approve military action in the middle east. the question is on the lee amendment. all those in favor say aye? aye. all those in favor say nay. nay. an opinion, but the ayes have it. today marks 16 years since the congresswoman first launched her lonely fight to force congress to act. congresswoman barbara lee joins me at the table. a breakthrough, persistence. what do you attribute that people are now realizing in congress that they have the responsibility to vote on war
they want to move forward if the motion to proceed vote is successful. they will bring forward the 2014 repeal bill. this is not likely to be successful. republican senators are not happy about doing a repeal without a replacement. this is the repeal and replace plan but a third version of it that includes funding for medicaid and the cruz/lee amendment that conservatives wanted. this is a sign leadership wants to offer members a chance to offer what they want to offer in this health care bill. finally, what leadership wants to get to is a skinny repeal bill. a smaller version of the 2015 repeal bill and leadership feels like they could get 50 votes on this. obviously, a very fast moving process. the lunch today, we should keep a close eye on. this is when mcconnell will continue pressing the case for members to vote yes so they can

side, it does seem there s a narrow pattern. yes. i would put it differently. what he is telling them, hey, folks, i really, really need out this procedural vote. on the motion to proceed to the book. stick with me there. give me your vote. we ll try mollify your concerns throughout the amendment process. if they believe that, they should get a new line of work because they ve just been conned bigly. what mcconnell will do at the end, we ve talked about it before. after all the amendment process is over with, and after all the dozens of amendments have been dealt with, he will swoop in and offer one big amendment that will subsume everything. and jam them. why? because he will make it more conservative in the end. so he can quickly get through the house. that s right. that s totally true. and he s already done that. they didn t like the medicaid cuts. the new version has a cruz/lee
you ll hear democrats arguing the flip side of that to say look, this will mean you re voting to end medicaids, as we know it. peter? stacey, thank you. ryan, let me get to you quickly and help game this out for me if you can right now. we know the next recess is kicked back for a couple of weeks. cruz/lee amendment, does this then lose a bunch of moderates in the republican party? it s important to step back and remember what they re trying to achieve here. some of them, perhaps, have forgotten what they re trying to achieve, which is to reform health care in this country. you re creating downward pressure on the cost of provision of services to begin with. i guess that s what this amendment is in part aimed to do.
