Conrad Lane kept storing materials on land near Stockbridge for several years despite being told to stop by Test Valley Borough Council. But at a hearing at Basingstoke Magistrates Court he changed his plea to guilty. Magistrates told him to pay a £450 fine, with a £45 victim surcharge and £1,000 costs. There was only a ten per cent discount due to the late change of plea.
