Jelynne LeBlanc Burley was happily retired when a friend reached out in 2017 to gauge her interest in leading The Center for Health Care Services, which is Bexar County’s mental health authority. After a year without the structure she’d been used to when working as a consultant and previously as a leader with CPS Energy and the City of San Antonio, Burley with a little nudging from her adult daughters realized she was ready for a new challenge.
