Mt Lebanon moves forward on new parks plan, recreation center study

Mt. Lebanon is moving forward with a new master plan for municipal parks and feasibility study for an expanded recreation center. Six consulting firms have submitted proposals for the project, and Mt. Lebanon Commission could award a contract as soon as its May 25 meeting. The low bid is for $99,500, the only one under the $113,800 allocated in the municipal budget. During their latest discussion session, commissioners agreed to a maximum expenditure of $150,000 so the project team, led by municipal planner and assistant manager Ian McMeans, could interview representatives from more than a single firm. “We’re not required to award the lowest bidder in this case because it is a professional service,” Mindy Ranney, commission president, said.

Mt Lebanon awards contract for road improvements

Improvements to the intersection of Bower Hill and Washington roads are in the works. On Tuesday, Mt. Lebanon Commission voted to award a $341,308.21 contract to low bidder Traffic Systems and Services LLC of Robinson Township for a project that features the addition of a dedicated right-turn lane for vehicles proceeding from Bower Hill onto Washington. The project’s other facets include installing a new traffic signal system and new sidewalk ramps to comply with federal Americans with Disabilities Act standards. Covering more than half the cost is a $184,559.60 Automated Red Light Enforcement Transportation Enhancements grant, administered by the Pennsylvania Department of Transportation. The local share, $156,748.61, is available through proceeds from a 2019 bond issue and excess money in the municipal Capital Projects Fund.

Mt Lebanon Commission sets timetable for new overnight parking rules

Mt. Lebanon Commission has arrived at a timetable for enactment and implementation of an ordinance revision addressing on-street overnight parking. During their discussion session conducted Tuesday via Zoom, commissioners agreed to introduce the revision at their March 9 regular meeting and conduct a public hearing March 23. A vote on the ordinance then could be taken as early as April 13. Commissioners also decided on Oct. 1 for the start of a grace period prior to enforcement of a key provision of the ordinance beginning Jan. 1. At that point, residents would have a maximum of 20 nights annually per vehicle license plate for requesting exceptions to the long-standing prohibition of parking on public streets between 2 and 6 a.m.

Mt Lebanon Commission approves committee on diversity, equity, inclusion

For one of its first official acts of 2021, Mt. Lebanon Commission unanimously approved the establishment of an Ad Hoc Diversity, Equity and Inclusion Committee. During their annual organization meeting Monday, commissioners also appointed more than two dozen residents to four working groups within the committee, addressing community awareness, diversity in boards and hiring, police engagement, and event planning and recognition. The meeting effectively began with the election of Mindy Ranney as commission president and Andrew Flynn, vice president.
