this bill come from inside the health care system, come from money we are already spending. there are some dollars raised from the highest earning americans, and, really, a fairness, medicare taxes are paid for by people who get salaries, they are not charged to honor an income. it levels that playing field, so those who earn $250,000 as a couple will begin paying medicare taxes on their income, but the great news is that this will also lower the deficit over time, lower costs for families, lower costs for small business owners. it is a major step for a lot of middle class americans who right now face bankruptcy because of up paid health bills or are terrified their kids are going to get into an accident or can t go to the doctor. so it provides some health security for the first time ever in this country. madam secretary, let me ask you this question. we are having a debate here really? we are.
