ALBANY - Both tenant and property owner advocates are expected to speak Monday night at Common Council s law, buildings, and code enforcement committee meeting to protest a proposed change on how evictions are handled.

Tenant advocates are cautiously optimistic about a new rent relief program that passed in the state budget.
At first glance, the COVID-19 Emergency Rental Assistance Program, or CE-RAP, looks a lot better than the previous iteration of the program, according to advocates like Laura Felts, co-director of United Tenants of Albany, who says the old program may have only reached 1% of needy tenants. We didn’t know a single a person in our community who successfully received money from the (old) program, Felts said. It’s been an extremely inaccessible, burdensome, ineffective program, so we are happy to see something that will hopefully be a bit more accessible.

Laura Felts, executive director of United Tenants of Albany, in Albany, New York, had never seen the level of need for housing assistance that she has since last March. Calls to her organization’s hotline have tripled. In a typical year UTA gives out about $60,000 in rental assistance funds. In 2020, it awarded that amount just between October and November. There is no end to the need in sight.

Troy, N.Y. For over six years John Penney has owned a large three-unit home which he rents to guests via three Airbnb listings. Penney and his guests have never paid a sales tax to New York State, according to Penney.
That could be changing soon, if Gov. Andrew Cuomo’s budget proposal passes, which will shift the responsibility of collecting local and state taxes to platforms like Airbnb and Vrbo. The proposal will simplify the process of collecting taxes which have previously existed, but there was no accountability for how they were getting paid.
