Nearly a year after York County was sued by civil rights organization CASA and LatinoJustice Fund over its alleged lack of support for Spanish-speaking voters, the two parties have reached a settlement agreement.

Deputy Director Bryan Sheaffer said the Board of Elections was roughly 5,000 to 7,000 applications behind where the office ideally would be at this point in the cycle.
