Mike DeWine has granted nine pardons a year after his administration created a faster path to a gubernatorial pardon far short of the big numbers the governor had hoped to see. “I’m disappointed. I think it’s been one of the many casualties of COVID,” said DeWine, who announced the expedited pardon project at Ohio State University law school in December 2019. The pandemic limited access to courts, where applicants must obtain records, and efforts to promote the program were put on hold, he said.
