OAKLAND California could become the first place in the nation where people can inject illicit drugs under medical supervision, pushing legal and ethical boundaries amid an alarming spike in overdose deaths.
State lawmakers have debated the idea each year since 2016, a recurring struggle between progressive lawmakers who say it will save lives and moderate Democrats and Republicans who warn it would normalize hard drug use.

Larry Morse, the legislative director for the California District Attorneys Association, said he expects situations such as these to increase as California legislators continue to pass laws aimed at reducing the state’s prison population. A lot of criminals are still very active and very capable of inflicting unimaginable pain and suffering on people after 50 years of age, Morse said. There is a headlong rush in Sacramento to pass any and everything that can be characterized as criminal justice reform.
