Over the past two years, the United Nations has published an astonishing number of documents on how to reform itself. Its many reports are a welcome acknowledgment of the serious flaws and problems that plague the United Nations, and they offer many useful assessments of its weaknesses as well as recommendations to remedy those weaknesses.
