原标题：房地产调控持续深入 东莞“莞八条”落地
8月2日凌晨，东莞住建局、自然资源局等八部门联合下发《关于进一步做好房地产市场调控工作的通知》，从稳控住宅用地出让价格、强化住宅限购措施、加强房地产金融管理、加强房地产税收监管和调节力度、建立二手房成交指导价制度、加强商品住房销售监管、持续规范房地产市场秩序、完善住房保障体系建设等各方面调控房地产市场。
具体来看，为稳控住宅用地价格，东莞将实行以“限房价、控地价、提品质”为主导的新型土地出让方式，强化房地联动机制。严格购地主体资格审查，非房地产开发企业不得参加住宅用地竞买。建立有效的企业购地资金审查制度，对购地资金来源进行穿透式核查，确保竞买企业购地资金依法合规。
