If Mills is to have the successful second term that’s often eluded her predecessors, she will have to shift course to remain in tune with her party, and especially its younger members.
No one should be celebrating Gov. Mills’s vow to devote half the $1.2 billion budget surplus to checks, now increased to $850, for the vast majority of adult Mainers. This was a missed opportunity.
