valves on its new containment cap. yeah. and those crucial integrity tests have been put on hold. the reason why according to bp, they say they need more time to analyze how they re going to be doing the testing procedures and, because of that, they want to wait before they begin the complicated tests. the stakes are so high, that retired admiral thad allen is actually refusing to put any odds on success knowing that the fate of the gulf and bp may rest on whether this cap is the fix to stop the gushing oil. our david mattingly is live in new orleans. you had a chance yesterday to spend the day with the coast guard. you were actually visiting the site of the oil spill. what did you see? reporter: kiran, what i saw was a massive operation out there in the middle of the gulf of mexico that appeared to be gearing up to collect oil, not gearing down, just in case this cap plan doesn t work. you re looking at the u.s. coast guard cutter resolute. that ship was our ride out
thousands of registered sex offenders are getting pass ports and having them stamped in sex hotspots. our special investigations unit looks into this government report. on this 86th day of the gulf oil disaster, what had been a growing sense of optimism takes hit. bp delayed integrity tests how effective the containment cap is. scientists warn the oil giants say they are reviewing the procedures that would be used for those tests. bp is not giving a reason for the delay. but an informed source tells cnn there were, quote, potential complications. that means the actual test willing not begin before sometime today at the very earliest. let s get the latest on the developing story. we go to david mattingly. he joins us from new orleans. you saw the process from the inside yesterday. when you accompanied the coast guard to the site of the spill, what did you see? reporter: it certain lip didn t look like it when i was out there. in fact, i saw operations that were ramping up
disaster. bp in particular, expecting updates in the next couple of hours. we also just got an update from doug suttles about what s happening. they re trying to put this new cap on. we re told about this latest attempt to try to cap this well. it was supposed to be a good thing, it was supposed to be the one that was supposed to work. a lot of people put a lot of optimism into this latest attempt. there s been a problem, a delay, i should say, a delay in the testing. we ll get into more of that in just a second. but what s happening on the ground in the gulf coast right now, the president has some of his troops on the ground. talking about some of his administration officials. the surgeon general, regina benjamin is back in her hometown. we was having a meeting down there. a lot of people turned out but she is focusing on some mental health issues. also just regular physical health issues that have to do with this whole oil spill. had a good turnout for that. also, the pre

and i m told that under the law a violation of this charge could carry a maximum of the death penalty. so what we have here is a nearly five-year investigation of this shooting. the pictures you re seeing here were taken by an nbc news camera crew over the industrial canal in new orleans. this is september 4, of 2005, just a week after katrina moved through and ravaged new orleans. an urgent radio report went out saying police officers down, that budget truck that you see, that rent-a-truck was what police when it was all over, two people were killed, eight people were wounded. what the justice department charges filed today say that these were unarmed civilians, that the police officer you can hear the gun fire here. ing [ gunshots ] that gives you some idea of how many shots were fired. what these what the indictment says is that these officers unnecessarily, without provocation fired on these civilians. for months after the shooting, the police officers said they f
