GRANGER The Highland Local Schools Board of Education heard details about the district’s latest five-year forecast Nov. 21. Treasurer Neil Barnes reported the district began deficit spending this past fiscal year, with projections for this fiscal year in the General Fund showing revenue at $36.1 million and expenditures at $38 million. According to Barnes,
