in florida in education. let s talk a little more about the conditions and why teachers aren t returning to the classroom. it s not just in florida. again, it s across the country we re seeing it. so if you would, help us better understand the why behind this. well, we know that the number one driver right now is pay. here in florida, there has been for the last 12 years policies that have gotten in the way with paying teachers appropriately. in fact, in 2010 in the state of florida, there was one law that governed teacher pay, and that was our right to collectively bargain our pay. there are now over 20 laws in florida that govern teacher pay and they add up to what we call the experience penalty. in other words, the more experience a teacher has, the smaller their pay increases are, and we ve seen a situation where beginning teachers and teachers with 20 years experience all making the same amount of money. so that s driving people out.
