各社は中小ビル・工場向けの「高圧」、大規模工場など向けの「特別高圧」の電力供給をめぐり、各社が従来供給してきた区域外では積極的に営業活動はせず、顧客を奪い合わないよう取り決めている疑いがあるという。新たに九州地区でも競争が制限され、事業者が負担する価格が高止まりしている可能性がある。
九電系2社は、朝日新聞の取材に「事実確認中」と答えた。関電、中国電は立ち入り検査を認め、調査に協力するとしている。
九電みらい社は2014年設立。九州地区以外への小売り販売などを担っている。電力・ガス取引監視等委員会によると、九州地区の高圧、特別高圧の昨年の年間市場規模は、合わせて約5700億円を超える。
