Researchers have developed indicators that predict social vulnerability in a flood and then used them in a case study in Porirua. A new tool has been developed to identify those most at risk of harm during natural disasters, especially floods. It relies on indicators of “social vulnerability” – most of which are easy to predict: poverty, old age, young age, access to the internet, poor housing, social isolation and so forth. “The hazards sector knows about the vulnerable populations, they can list them. They know children, elderly people and [the poor] are more vulnerable to natural hazards, but didn t have the data to tell them where these people lived in their local area, said Kylie Mason,​ principal analyst at the Environmental Health Intelligence​ unit at Massey University’s campus in Wellington.
