OVEC is a corporation partially owned by Ohio s large utilities, including AEP, Dayton Power & Light, and Duke Energy. The corporation owns two coal companies; Kyger Creek in Gallia County and Clify Creek in Madison, Indiana.
In 2019, lawmakers approved HB6 which included a provision that allowed a cost recovery mechanism for OVEC by collecting up to $1.50 in subsidies a month from every ratepayer in the state. This can amount to hundreds of millions of dollars in the course of 10 years.
According to the PUCO s request seeking to hire an independent auditor, the commission is required to determine the prudence and reasonableness of the actions of EDUs with LGR ownership interests during years 2021, 2024, 2027, and 2030.

OVEC and HB6
The repeal of HB6 is incomplete without a full repeal of the bailout for the Ohio Valley Electric Corporation (OVEC) coal plants Kyger Creek in Ohio and Clifty Creek in Indiana.
The OVEC coal bailout was only added to HB6 after three of Ohio’s electric utilities AEP, Duke, Dayton Power & Light opposed FirstEnergy and Energy Harbor getting a bailout for the Davis Besse and Perry nuclear plants. It was only after the legislature provided AEP, Duke, and Dayton Power & Light a bailout for the OVEC that those companies changed their position to one of support for the exceedingly corrupt HB6.

Like a ham peppered with cloves, the budget bill contains almost as many non-money items as money items. But there’s one thing House Bill 110 doesn’t include: It doesn’t free Ohio’s electricity consumers from the estimated $700 million in subsidies they’re now forced to pay to bail out two coal-fired power plants, one in Indiana. The plants’ owners include the American Electric Power Co.; Duke Energy Corp.; and AES Ohio (Day-ton Power & Light Co.).
The General Assembly only partially repealed House Bill 6 last month. That’s the scandal-pocked 2019 law that led a grand jury to indict then-House Speaker Larry Householder and four other politicos on federal corruption charges. Householder is presumed innocent unless convicted.
