The un secretary general Antonio Guterres says unless she acts now, the tragedy will be absolutely horrible. The Bangladeshi Government says its planning a giant camp to accommodate more than 400 thousand ethnic rohingya, whove crossed the border since the violence erupted. Interviewed for the Bbcs Hardtalk programme, this is what mr guterres told my colleague Zeinab Badawi about the administration in myanmar. It is clear for me that we have two dimensions here, one dimension is that this is not a perfect democracy. This is a situation in which the military still have the upper hand.
