I had to register an outside of Delhi BS4 car purchase with the RTO before the stipulated deadline of 31st March. The saving grace for me was the fact it had a temporary registration from native state dated 16th March 2020. And then from 22nd Sunday to 24th March Tuesday, the country went from Junta curfew, extensions to finally lock down for 21 days.
