The March of Dimes annual report card on premature birth rates across the country shows Kansas has fallen to a C, while Sedgwick County is down to a D. As a whole, the country earned only a D+.
They say while Kansas law requires the state cover 92% of the extra costs schools incur by providing special education services, right now Kansas only funds 71% of those costs.
