Blotter: St. Lawrence County police activity for Friday, July 9

NORFOLK — Donald F. Halvorsen Jr., 65, of Norfolk, was charged by St. Lawrence County sheriff’s deputies early Friday morning with driving while intoxicated, aggravated DWI for having a blood alcohol concentration, or BAC, of at least 0.18%, and operating a motor vehicle with a suspended registration. The charges stem from a traffic stop on Route 56 in Norfolk. A breath sample indicated Mr. Halvorsen’s BAC was 0.19%, according to police. Sheri A. Francis, 38, of Massena, was charged by Potsdam police Thursday night with DWI following a traffic stop initiated for having no headlights on Market Street. Kimberlee A. Steinberg, 40, and David S. Rixon, 58, both of Rensselaer Falls, were charged by state police Thursday with seventh-degree criminal possession of a controlled substance. Mr. Rixon was charged with two additional counts of possession.

LISBON — Krystal M. Hart, 30, of Rensselaer Falls, and Jason R. Menard, 42, of Ogdensburg, were each charged by state police Monday with second-degree criminal use of drug paraphernalia and two counts of seventh-degree criminal possession of a controlled substance in Lisbon. Mr. Menard was additionally charged with a third count of possession, and Ms. Hart was charged with second-degree criminal impersonation. Stanley D. Stewart, 28, of Fine, was charged by state police Monday with seventh-degree criminal possession of a controlled substance in Edwards. Bruce D. McDonald, 37, of Massena, was charged by state police Monday with felony burglary in connection with a May 12 incident in the town of Louisville.

15 indicted by grand juries this month in St. Lawrence County

Of the 11 felony indictments, seven involve controlled substance or other drug charges. The following grand jury indictments were filed Dec. 11: Sydney R. Childers, 23, of Ogdensburg, is charged with two counts of second-degree assault. The indictment charges on two different days this year, Ms. Childers caused physical injury to staff members while a patient at the St. Lawrence Psychiatric Center in Ogdensburg. According to the indictment, a June 23 incident and an Oct. 7 incident account for the two felonies. Ogdensburg police arrested Ms. Childers on six warrants for six counts of second-degree assault Dec. 8, and she was remanded to St. Lawrence County jail, Canton, where she is still being held.
