I imagine she ll be able to glide high enough to reach the roofs of smaller buildings but no higher. It s also unknown whether she will be able to change her vertical height freely while in the air, or whether she ll be stuck on a single gliding plane. If the latter, she ll certainly be an extremely easy target from the air.
Whatever the case I imagine that with her Passive in effect, her manoeuvrability will be greatly diminished. There s no way she ll be as nimble in the air as a Legend can be on the ground, so you shouldn t expect to be a difficult target while gliding. I foresee this as a repositioning tool first and foremost. Glide to another location, land, and then start shooting.
