上世纪50年代，草王坝遭遇大干旱，大家的生活更是雪上加霜。为了吃饱饭，刚刚当选村支书的黄大发带领数百位村民上山凿渠引水。这一干，就是36年。
1995年，一条跨越三重大山、10余个村民小组，总长9400米的水渠终于全线贯通，草王坝村彻底告别了“滴水贵如油”的历史。村民们以黄大发的名字命名这条渠，叫它“大发渠”。
