Let me suggest to our friends that under the facts that we know, 19 of these attackers on 9 11 were saudi citizens. They did not represent the government. This is not giving permission to sue the government under its government actions as much as it is to recognize that these were citizens who operated outside of that realm and to allow these citizens of the United States to have relief.
