People from communities that were damaged in the 2011 earthquake, tsunami, and nuclear disaster appear to have vastly different opinions about the state of reconstruction efforts. Respondents to an NHK survey conducted to mark the decade that has passed are split over the pace of progress.
While the Japanese government reports that most reconstruction is complete, people who live in the affected areas say it will take much more work to rebuild their communities. They point to public housing policy as a source of disappointment – and many are saddened by the loss of vitality in what were once bustling towns.
