3 hours ago in Local Portland’s police chief is extending his thanks to investigators for solving a cold case dating back to 2012. Police said Thursday that 31-year-old Zachary Phach and 27-year-old Khang Tran were indicted by a grand jury in the killing of Matthew Blanchard. The police department says the pair were responsible for the triple shooting that resulted in Blanchard’s death. It also left two of his relatives with non-life threatening injuries. Police Chief Frank Clark said a nearby business’s surveillance video of an Asian man with a distinctive tattoo helped them narrow their search for one of the suspects.

Phach, 31, and Khang Tran, 27, were indicted April 9 by a Cumberland County grand jury in the slaying of Matt Blanchard, 24, and wounding of two of his brothers as they walked near Congress and India streets on July 11, 2012, Portland police said in a news release. Phach and Tran are charged with murder, aggravated attempted murder, elevated aggravated assault and criminal conspiracy. Portland police said in 2012 that the attack appeared to be random, but investigators now believe Tran and Phach had targeted the four men, Portland police said in the release.
