The Long Wait: As Lawmakers Prioritize Broadband, Rural Communities Wonder When It Will Reach Them

Credit Liam Niemeyer / Ohio Valley Resource As Barkley Hughes and I rumbled around in his red utility vehicle last month, memories slowly unwound about his western Kentucky hometown.  Tolu, a historic Ohio River-bound community of less than a hundred, only makes up a few blocks before opening up into rolling farmland. Hughes openly admits it’s not near anywhere, but that’s part of the reason he came back.  He points to the Methodist church across the street he attended growing up. There’s the community center that would put together a “haunted house” around Halloween. There’s what used to be the general store in town, which he figures closed more than a decade ago because it’s hard to get deliveries out in a place so remote.

Ky House Passes Bill Allocating $250 Million For Broadband

Credit Tmthetom, Wikimedia Commons (CC BY-SA 4.0)   The Kentucky House of Representatives passed a bill with bipartisan support Wednesday that would allocate $250 million from the state’s general fund for building broadband internet throughout underserved communities. The legislation would expand on a bill signed into law last year that established a broadband-focused grant fund.    Bill sponsor GOP Rep. Brandon Reed said Tuesday in front of the House Appropriations and Revenue committee this proposal would move forward efforts to construct the “last mile” of broadband, referring to directly connecting residences and businesses to the internet.   “With the pandemic, it has shed light on our problems with broadband. I think we can all agree with that,” Reed said. “[The bill] will clear the way for rural electric cooperatives to feasibly provide broadband service to underserved households and businesses.”
