Andrew Cuomo s Fiscal Year 2022 budget proposal to have the state Office of Mental Health select a voluntary provider or providers to operate programs at RCPC. The psychiatric center is the sole state-run inpatient mental health facility for children ages 5-21 between the Bronx and Utica.
