In the city of charlotte, north carolina, tonight, a state of emergency in effect as the city pla braces for what could be a third night o the shooting of an African American man there. And in tulsa, oklahoma, late word today that the Police Officer who shot and killed an unarmed African American driver last week, has been charged with firstdegree manslaughter. In both cases, accounts of what happened conflict, emotions are raw, and longsimmering tensions between police and communities are in sharp focus.
