In 2008, Kelli Dillon was sterilized in a California state prison without her consent.
She was only 24 years old and had just arrived in prison with a 15-year sentence after defending herself and her two young children against her abusive husband. Though she knew her situation was unjust, she was determined to get through her sentence and get a second chance at love, romance and motherhood.
But when she was sterilized without her knowledge, the dream of a second chance at being a mother was stripped away from her just as quickly as the first.
Shortly after arriving at Central California Women s Facility, Dillon went to the doctor with painful abdominal cramps. The doctors told her they would need to do a procedure to check for abnormal cells and perform a hysterectomy in the event she had cancer.

It’s not often that incarcerated people win victories under capitalism. Incarcerated women, and transgender and gender-nonconforming people did just that.
When California’s Governor Gavin Newsom approved the new state budget July 12, it included reparations for people who were forcibly or involuntarily sterilized between 1909 and 1979. The language in the bill specifically included incarcerated people in women’s state prisons after 1979. California is the first state in the U.S. to offer reparations to people who were sterilized while in prison. (Press Release by California Coalition of Women Prisoners, July 13)

Kelli Dillon still remembers all of the emotions she felt when she realized she had been forcibly sterilized by the state of California.
“I was angry, I was hurt, I was scared, I was sad, I felt despaired,” Dillon said. “Basically you drugged me, and you performed this heinous act against me. It’s like a form of rape.”
