A U.S. Navy doctor pleaded guilty in San Diego federal court Tuesday to his role in a scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.
Christopher Toups, an ex-sailor who lives in Georgia, personally received $400,000 in the scam, which involved more than a half dozen people, including a Navy doctor and a nurse.
