A federal judge is poised to force Philadelphia’s hand after a breakout of Covid-19 shuttered the police unit that handles requests for gun permits.  Gun owners who have been waiting months just to apply for a permit to carry a loaded firearm in Philadelphia sued the city on Nov. 20.
