Local woman continues fight for answers in brother’s death

PORTSMOUTH Last week’s arraignment of a former Scioto County Sheriff’s corrections officer initiated the court proceedings of the alleged 2020 murder of one county jail inmate. It is also the beginning of what one area woman hopes to be justice.
Since June, Karen Skaggs has been asking why, how, and who caused her brother to die following the May 26 altercation. Now with charges read and a not guilty plea from defendant Billy Thompson, answers could become a possibility.
“I feel like there’s finally being some justice brought forward,” she said in a Thursday interview. The charges of murder, voluntary manslaughter, and reckless homicide were pleasing to her, but not the fact that Thompson could sign-on to his own bond set at $100,000. “Overall, I am very happy that charges were brought, and somebody is being held accountable for this.”
PORTSMOUTH A former Scioto County correctional officer is facing a murder charge in connection with the death of 56-year-old Kevin Bailey in May 2020.
On April 16, a Scioto County grand jury returned a three-count indictment against Billy Thompson on charges of murder, voluntary manslaughter and reckless homicide. Bailey was arraigned Tuesday and released on a $100,000 signature bond.
Thompson is accused of slamming Bailey to the ground during a May 25, 2020, struggle inside the Scioto County jail, according to a press release from the Ohio Attorney Generalâs Office. Bailey died June 1, 2020.
An autopsy report obtained by the Scioto County Daily News lists the cause of death as complications resulting from blunt force trauma to head, neck and torso and the manner of death as a homicide. The report states the medical examiner found bruising on his temporal lobe, his ribs and his lungs, as well as a skull fracture and a fracture on his collar bone.

Former corrections officer indicted by AG’s Office

PORTSMOUTH A former Scioto County Sheriff’s Office corrections officer has been indicted on felony charges for his role in the death of a jail inmate.
Billy Thompson was indicted by a Scioto County grand jury Friday, April 16, on charges of murder, an unclassified felony; voluntary manslaughter, a felony of the first degree; and reckless homicide, a felony of the third degree. If convicted, Thompson could get 15 years to life in prison.
Bailey, a 56-year-old from Portsmouth, died after a May 26 altercation with officers. He died at a Columbus hospital that following Monday, his autopsy revealing “complications of blunt force trauma to his head, neck and torso,” to be the causes of death and was investigated by the BCI as a homicide.
