PORTSMOUTH, Va. â Susan Barba was forced to wash laundry by hand and then hang it outside after her appliances broke about a year ago.
The 71-year-old Portsmouth resident said she would dry the clothes on the fence outside her home. The task was a hassle and difficult at times.
âThe blankets were kind of heavy when they were wet, and I had a hard time wringing them out,â said Barba.
Her next-door neighbors watched with concern.
âThey would see me hanging my clothes outside and dry them outside on the fence. I had to hand wash my clothes because my washer had been broken, and he called me up and said he wanted to help me,â said Barba.
