溫玉霞16日在臉書發文表示，最近疫苗混打情形層出不窮，高雄、台中、台北市都出現混打案例，可是深究其因，部分施打站未建置健保卡過卡系統、民眾蓄意將健保卡上疫苗接種貼紙撕掉、不帶疫苗接種黃卡等等，都是成因。如果醫護人員沒有查核，的確很難防範。
針對疫苗混打亂象，溫玉霞痛批，陳宗彥竟稱法制組會研議是否針對蓄意混打者開罰，「這就顯然不夠民主進步了。」溫質疑，疫苗接種站因為離線無法及時查核健保系統，確認民眾是否有接種疫苗紀錄，因此出現漏洞，這是屬於技術層面的限制，與人民何干？政府疫苗採購政策及實務黑影幢幢，造成人人自危，所謂「莫德納情結」不就是因此而產生的嗎？
溫玉霞強調，政府在技術面沒有善盡解決問題之道，在政治層面又讓人民覺得自我權益被出賣，現在卻只會恐嚇百姓，以開罰�
