First, the members of Congress needed to be tested for the coronavirus. They wore masks and sat socially distanced from each other. And they were outnumbered by the tens of thousands of National Guard troops ringing the Capitol grounds.
The 59th presidential inauguration was held in the middle of a pandemic and two weeks to the day after a mob stormed the Capitol in an effort to overturn what President Donald Trump falsely claimed was a stolen election. Trump was impeached for his role in inciting the rioting.
